Newly divorced malaysian man in Aug marrying his vietnamese gf in Sept. Possible?

My Malaysian friend's divorce will be finalized this Aug 09, but his Vietnamese girlfriend is already making marriage/registration plans in Hanoi in Sept 09. After reading the Vietnamese marriage regulations, one is forbided to get re-married within the first 2 years of his/her divorce in their state of residence. Please advise asap. Thank you
