Because that is what they have heard all their lives other Americans saying. Language usage is all imitation. A comparable British expression that similarly fails to make much sense if examined on the dangerous umption that language has something to do with logic is "not half" to describe an large quantity or degree, as in "I ain't half hungry" or "he don't half like her."
