Why do mexicans put their soiled toilet paper in the trash can instead of flushing it.This is really nasty.?

In Corpus Christi Tx. you can go into just about any public bathroom and find 5 gallon buckets next to the toilets with soiled toilet tissues in them. Why do mexicans do this,isn't there a health law against doing something like this. Why do they not flush it down when they use the toilet? These are some nasty people, wonder why all the tainted fresh Veggies ?
