If Bush excuse to invade Iraq was to liberate Iraqi, why didn't he do the same thing in Burma?

Bush claims that Iraq has weapon of m destruction and after four years of searching it turns out that they didn't posses one. He also claim that he wants to liberate Iraqi from Saddam's regime, which in fact is evidently for oil. If that's the case, why didn't he invade Burma? Citizen of Burma was completely suppressed by the ruthless dictatorship regime of military junta. Is it because he is afraid of China defending the junta? Burma has plenty of natural resources, but they are unable to maintain it in order to prosper the nation. Why can he interfere and annihilate Iraq freedom while he didn't put to much pressure in Burma but imposing pointless sanction?
