What are examples of "Systemic Issues" ? ?

What is the basic definition of systemic issues ? I am doing sometihng on law and I don't know what this means. I have an issue of some area that has a high crime rate and I have to come up with solutions to deter crime but I dont understand what systemic issues are ?? Anybody that knows anything on this or has a background of law hellp me out.
